No to both questions.
Elvaan have horrible dexterity and agility, the worst in the game in fact. Their mana also isn't great (worse than hume, but not as bad as galka), and they have less vitality than a galka. The only reason to play this race, that I can see, is because they look cool. There is another race that can outperform elvaan in every job.

Hmmm, well. The description at the top of this page seems right on the money to me:
"Elvaan excel in the combat classes, making excellent Warriors and Monks and decent thieves. In the magic classes, they make better white mages than black mages, but are not the best at either."
I play an Elvaan monk, with the intent of switching to WAR/MNK at 18 or so after doing the sub-job quest.

the evlaan make good warriors monks and white mage. and are the best class at being warriors some of the best weps i have seen for a warrior are for evlaan they top in str better the galks do as you can see the this after lvl 3 also also as white mages there good they have the best mind and will heal better. elvaans thevies the ok there just not the best.

if you think about what a theif is really about its more or less meant to deal high damage attacks and transfer hate with sneak/trick attack. what would be the best race for damage dealing? elvaan of course. theives deal no base damage no matter what why not deal intense damage with that one shot deal? who cares if your dex is low when you deal 10 damage a slice with some little dagger.
As a Thief, you can go for what my LS called the Stealth approach or the Backstabbing approach - Mithra make great Stealth Thieves, the strong points of their natural stats being enhanced by the Thief job and vice-versa, while Elvaan are the best Backstabbing Thieves, dealing the most insane damage of all races.
I remember somebody asking this before, so you might want to look up the thread. I said much along the lines then as I did now - to go Mitha if you want to be a regular Thief, or Elvaan if you want to be a Melee Thief.
That's utter nonsense. Couple Elvaan's STR with a Dragoon/Samurai Pentathruster. Enough said.
