I am level 51.
so I can wear ornate since I can zone into PoTranq and do the quest? But i wont get the flowing thought effect untill 55?

I don't think the dude in PoT will talk to you unless you're 55+

So, the dorf will not talk to you until 55? Boo. You know, I never actually made any Ornate until I was 70 (and then for friends).. it's so cheap to buy.
It's fun to unlearn all the things I take for granted.
But the worn effects work at 1.. Cachet started life with arms, shoes and two wrists. Not that this applies to you.
I have heard from numerous sources, although I can't personally verify this, that you can get Ornate armor before 55 IF you are BoT keyed (ie completed the quest in Plane of Storms for BoT access).
If that's true, you could potentially get Ornate at 46. But again, the affects may still not work before 55, especially the clicky ones.
I'd like to test the BoT flag theory but I have yet to get any of my characters BoT flagged before 55... my rog is heading to a PoS raid tonight to hopefully finish her BoT flag, but I'll probably ding 62 sometime during the raid and have BoT access anyway...

The answer to your question is not level 1, not level 23, not level 46, not level 50, not level 70, blah blah blah.
How much are you helping zodon, the person who asked this question, by telling her/him that Flowing Thought III works at level 1 or Spell Haste IV works at level 1 or clicky Shield of the Arcane works at level 50? That was not the question.
Again, you can wear ornate armor and gett any and all of the effects at level 55 or higher. You can not get any orante effects lower than level 55 because you can not wear ornate armor before level 55.
After 16 years, I'm not listing every friggin character.

Thanks, always forgetting the "click" level.. no personal experience. I reroll less than our fellow RPers it seems.
So, add to those two lines:
ornate armor may be fashioned at 55.
and I think you have all the facts.

oh, really?
do you see a required level on ornate armor?...
FV has ornate before 55. Flagged toons have ornate before 55. Deleveled toons have ornate before 55.
I just tok my level 54 rogue to PoT top talk to the dwarf. My rogue is not flagged for BoT, so I don't know if this changes with the flagging as Sir Groogle suggests.
The dwarf would talk to me, giving me the standard speech. When I gave him 500 platinum for the emblem and kit, this is what he said:

I'll see if I can get my rogue flagged for BoT without leveling anymore and report back.

Level 54? Just push to level 55. Would have to be easier than back-flagging.
Trying to determine if level 54 (who otherwise can't do the quest) with the BoT flag can do the ornate quest.

I'm really curious to know if this actually works... not that ornate is end all, be all armor or anything, but it's definitely better at 46 than it is at 55 (and it's decent at 55).

it depends what flags you have I think. I know flagged chars can have orante gear below 55(which is why silk pants cost more)
oh damn, wish I remembered at what level I bought my ornate sleeves I want to say it was before 55 but cant swear on it. I was keyed early though like level 51 or 52 for most of the planes like HoH, BoT etc so it could have that as a reason dont know sorry cant help more but Groggle is seldom wrong.
