I am relatively new to the game and am unsure about this setting. Is a high number better or a low one. I have two weaps to chose from that are about equal in dmg but one atk is twice what the other is. which is better?
high atk is better it will increase the chance if hitting for max damage and reduce the chance of hitting for min damage.
however it think you are looking at 12/ 25 yes? that is not ATK that is delay and lower is better.

You shouldn't choose weapons base on your atk rating when equiping them. Your atk changed only because the difference of your weapon skills. For example, if you have 50 skills in 1hs, and only 10 in 1hb, then your atk will be lower if you put a 1hb weapon on.
Assuming equal skills, your atk rating will be the same when you equip any types of weapons. Keep in mind other factors will affect your atk, like +STR and/or +atk on weapons.
