You don't have to be a master to wear armor, You have to be Certified for Armor to wear armor, current types of armor are:

NOTE: You can wear armor when you are level 20, in any combat profession, but you will have movement, weapon speed & weapon accuracy penaltys for not being a master of those profession. In other words you'll walk slowly & miss you target more often, but can take more damage.
