A friend of mine has just picked up FFXi, adn he's tryginto get onto shiva... any recommendations as to how to do this easily??

Just buy your friend a worldpass. They don't cost much, only a few thousand gil. If you're too cheap you can find one of the worldpass threads on one of the forums somewhere or your friend can create/delete/remake character until he ends up on shiva.

Actually, I think to get onto Shiva you HAVE to have a WP, I'm pretty sure due to the having one of the largest populations all random placement on Shiva has been a eliminated.

I was able to get random placement here and I've only been playing for a couple of months. Don't know if it's still possible though.
Tal, easy way is the Worldpass. If you haven't already, check out the Worldpass forums on here and see if anyone has any open WP's. If not, you can always ask your fellow Legionnaires for help. :/
