1. To get a mount, you can either buy one from a Creature Handler or become a Creature Handler and tame one. What server are you on? I'm a master creature handler on the Bria server and I could tame one for you for free.
2. The patches download automatic after you logon to the game. As to how long, it depends on you connection.

Just keep one thing in mind: if you're not a CH your mount could not have a level greater than 10. I have a Lesser Plains Bol, but Carrion Spats (not the giant ones) and Kaadus are useful for a non CH.
Oh... don't pay more of a 10k for a pet mount, there are landspeeders out there that cost 15k and runs 5 time as faster.
