Specialty Classes (the last one you pick) are the only classes that have any form of restrictions tied to them. This restriction is based on the city you live in and not what race you are. The Specialty Classes are divided into 3 catagories. 1/3 are Good and are only available to Qeynos residents, 1/3 are Evil and are only available to Freeport residents, and 1/3 are Neutral and can be trained in either city. The break down goes like this:
Fighter Classes
Warrior Sub-Classes:
Berserker - Both
Guardian - Both
Brawler Sub-Classes:
Bruiser - Freeport
Monk - Qeynos
Crusader Sub-Classes:
Paladin - Qeynos
Shadowknight - Freeport
Mage Classes
Sorcerer Sub-Classes:
Warlock - Both
Wizard - Both
Enchanter Sub-Classes:
Illusionist - Qeynos
Coercer - Freeport
Summoner Sub-Classes:
Necromancer - Freeport
Conjurer - Qeynos
Priest Classes
Cleric Sub-Classes:
Templar - Qeynos
Inquisitor - Freeport
Druid Sub-Classes:
Warden - Both
Fury - Both
Shaman Sub-Classes:

Most of this is common sense, but there are a few surprises. For example, the Warlock, who mainly uses Poison and Disease spells, is surprisingly considered a Neutral class instead of an Evil one. Anyways, I hope this is helpful for people trying to figure out what race to play or city to go to for a specific class.
