Yup, they can. I didn't get very high in the beta but somewhere in the teens the brawler class gains the ability to FD. I didn't see that FD was as hugely important as it could be in EQ1, but at the higher and probably on raids it will more than likely be a worth while addition.
From what I gathered of the changes I experienced during the beta they are doing their best to create balanced game play. In other words, if you have several people who know how to use their characters you shouldn't find yourself gimped just because a class or two is not present (that doesn't mean you don't need certain archtypes though; i.e. a fighter for tanking, a priest for healing, but not specifically a warrior, or a cleric).
When it does go live, you'll find the classes have a lot of similarities to the EQ1 classes, but they also have a lot of differences. Experiment, have fun, enjoy the wierd results and don't worry about being uber for a bit. =)
