There will be a sparkle when you can place it. If someone else has done it recently (within 5-10 mins I believe) you may have to wait for it to reset. =\

The quest walk through mentions a delay in starting.. there was also a delay from the 1st to the 2nd totem placement.. but the others came quickly after that
